How to Match a UAE Traffic Fine to the Right Renter

The fine is issued against the plate, and the plate belongs to you

Radar and camera violations in the UAE are recorded against the vehicle: the plate, the time and the place. The fine lands in the traffic file of the registered owner, which for a rental company is always you. Your customer's name is nowhere in the record; the enforcement system never saw it.

Every fine your fleet collects starts as your liability and stays there until you act. An unpaid fine against a plate also stops that car's registration renewal, so an untraced fine costs money first and then stops the vehicle earning.

The federal framework is Federal Decree-Law No. 14 of 2024 on Traffic Regulation, in force since 29 March 2025. One provision is often misquoted in rental guidance: refusing to give your name or address to a uniformed traffic officer when stopped over a violation carries up to three months imprisonment, a fine of AED 10,000 to AED 20,000, or one of the two. That aims at a driver at the roadside, not at a rental company filing paperwork, so do not quote it to a customer as your basis for naming them.

The delay is the real problem

Fixed radar fines surface on the police portals quickly; fines written by an officer or from mobile units take longer. Figures repeated across rental trade sites run to roughly 24 to 48 hours for fixed cameras and a few days to about two weeks for the rest. No traffic authority publishes those timings, so treat them as a working range and measure your own fleet.

The gap matters because by then your customer is gone: car returned, deposit released, card hold expired. Check every plate daily and you catch most fines while the contract is open.

Where to look up a fine, emirate by emirate

Search by plate source, meaning the emirate that issued the plate, not the emirate where the offence happened.

The record shows the fine number, violation type, amount, black points, and the date, time and location. The timestamp is the field that matters: it turns a fine into an evidenced charge against one named customer. What you do not get is the driver.

Black points, and why some fines refuse to be paid

Black points are recorded against a driving licence. Reaching 24 points inside a twelve month period leads to suspension, commonly reported as three months for a first, six months for a second and a year for a third, with points expiring twelve months after the violation date. These come from UAE motoring publications rather than a primary RTA or police page, so confirm with the licensing authority.

Here is the part that catches operators out. When a violation carrying black points hits a company or rental vehicle, the points sit against the vehicle licence, not a driving licence. The fine then shows online as non-payable, sometimes labelled blocked or locked. You cannot clear it from your desk: the system holds it open until somebody's licence takes the points. That is the mechanism you use to move it onto the renter.

Transferring the fine and the points to the driver

The transfer is done by the traffic authority, not by the customer paying you privately.

• Dubai. In person at a traffic department with the driver's Emirates ID and driving licence. Khaleej Times names Deira Traffic Department opposite Terminal 2 and Barsha Traffic Department near Mall of the Emirates, with ps-t@dubaipolice.gov.ae as an email route. The points then move to the driving licence and the fine becomes payable.
• Abu Dhabi. Through TAMM, which flags a non-payable fine and offers a transfer to the signed-in licence or from another traffic profile, confirmed by one time password. It also lists a free service for adding traffic points to a driving licence, requiring the original Emirates ID, driving licence and vehicle registration.
• Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah. Through the MOI UAE app.

Bring the signed contract covering the exact timestamp, the handover and return records, and copies of the driver's licence and ID. Every published route needs the driver to appear or authenticate, because the points land on their licence. If the renter will not cooperate or has flown home, the transfer stalls and you recover cash while the points stay with the vehicle.

Discount windows, and why a late fine costs more

Abu Dhabi runs a published early payment scheme, reported in February 2026 as Pay Early, Gain Surely. Paying in full within 60 days of the violation date takes 35 per cent off; paying after 60 days but within one year takes 25 per cent off. Severe violations are excluded. Payment goes through the Abu Dhabi Police website or TAMM, with interest free instalments through several partner banks.

Dubai works differently. It has run discount campaigns periodically, usually around national occasions, but publishes no standing early payment percentage. Percentages on rental blogs for Dubai, often the Abu Dhabi figures reused, are unverified. Check the official app or site on the day you pay, and ignore discounts offered outside official channels.

An Abu Dhabi fine of AED 600 found on day five costs AED 390; on day seventy, AED 450; after a year, AED 600. The customer is charged either way, so the gap is a dispute you did not need.

Matching the fine to the contract

Take the fine timestamp and find the contract whose handover time is before it and return time after it. That contract names your customer. Record the fine number, timestamp, contract number and customer against each other, because that pairing is what you will show later. The edge cases are where money is lost.

• Two contracts on the same day. A car returned at 11:00 and re-let at 15:00 has two possible drivers, and only the times separate them. If your handover sheet records dates but not times, the fine stays with you.
• Delivery and collection. A fine picked up while your own driver was moving the car is yours. Log those movements the way you log rentals.
• Workshop and idle time. Cars at a garage or on a transfer plate still trigger fines. Keep the dates.
• Overdue returns. The contract may have expired on paper while the customer still had the car. Written extensions close that gap.
• Substitute vehicles. Match on the plate the customer actually had, not the plate on the original agreement.

What your contract has to say for the charge to stick

You need a clause making the customer liable for traffic fines, tolls and administrative charges arising during the rental period, whenever they appear; written consent to charge the card on file after return, with the admin fee stated as a number or percentage; and signed handover and return records carrying date and time.

Dubai operators work inside a mandated framework. RTA requires a unified rental contract across licensed car rental offices, issued through the Transportation Activities Rental System, launched in October 2021. It uses a one time password for the digital signature and records vehicle condition in images at handover and return. RTA ran an awareness push on it in March 2026, so treat the requirement as established rather than new. The rules also ban undisclosed charges such as tolls, another reason to state your fine handling fee plainly.

Ordinary paperwork wins these cases. In a Dubai judgment reported in June 2026, a rental company recovered AED 8,735, including traffic fines of AED 5,660 and Salik charges of AED 350, plus 5 per cent legal interest, on the strength of the lease agreement, its extensions, and the violation and Salik records. A separate AED 10,000 damages claim was rejected as unproven. Documented amounts were awarded; an undocumented one was not.

When the renter has already left the country

Pay the fine yourself if it is blocking a registration renewal or a discount window is closing, then recover it. Charge the card if you hold written authorisation, and send the fine record and the matching contract page in one email. Most disputes end there. For larger amounts a civil claim is available, and courts can impose travel bans in civil debt cases, though that is a question for a lawyer.

The black points will often stay with the vehicle here, so prevention is the better lever: hold part of the deposit until your normal fine appearance window has passed, or take a card authorisation that survives the rental period, and say so at signing.

A note on tooling

Whichever way you do it, the deciding detail is small. A handover record with a time on it, kept where you can find it two weeks later, is what separates a fine you can charge on from a fine you absorb.

Why does the traffic fine come to my rental company and not the driver?

Does the fine lookup tell me what time the offence happened?

Yes. A fine record normally shows the violation date, the time, the location, the violation type, the amount and any black points. The timestamp matters most for a rental company, because it is what you compare against your contract times. What the lookup does not give you is the driver's name or, usually, a photograph.

Why can I not pay some of my fines online?
